The Russian Company Security Technologies and the Chinese HWSG set up a joint venture (JV) that will render the security services and ensure the security of physical and legal entities.

At the first stage, the joint venture will focus on providing security services to the Chinese in the Russian Federation, informed Vladimir Kapysh, General Director of Security Technologies in a conversation with a TASS correspondent.

A huge number of citizens of the PRC, representatives of companies come to Russia for recreation and doing business. They need protection of property, life and health. Legal entities need business support in terms of security, checking of clients and partners,” explained Vladimir Kapysh, who takes part in the International Forum of the Chambers of Commerce held in Shanghai as a member of the delegation of the Russian-Chinese Business Council.

According to him, there is a specificity in the RF and the PRC, which does not allow foreign legal entities to engage in security activities, use weapons and special means.

«Therefore, the Joint Venture will use the capabilities of the Security Technologies Holding entities. This is over 11,000 employees, 25 branches, plus the consolidated capabilities of our partners, which cover virtually the entire territory of the RF,» Vladimir Kapysh stressed.

He noted that the Chinese side is already showing an interest in rendering security services at a number of enterprises in Russia and Belarus.

«At the next stage, the activities of the joint venture may be extended to the territory of China if the Russian companies show interest,» said Vladimir Kapysh..

In addition, according to him, in future, the Company can start rendering security services in the third countries.

At the same time, Vladimir Kapysh rejected the comparison of the Chinese-Russian project with the Western private military companies (PMCs).

«The PMCs are a different business, in fact, a legalized mercenarism, which is prohibited by the Russian Criminal Code,» he explained. «Our business involves cargo escorting, physical security, creation, designing and installation of engineering and technical facilities at the sites. I think that if we shall have to work in the third countries, then the schemes tested by the Chinese with the search and attraction of partners from the local security entities will be more suitable for us».
